disable USB Sync in Splashscreen (JB-3)

USB Sync shall only be enabled in Main Window, not in splash screen, because there it can come up with weird behaviour, because splash screen will only be temporarily visible on startup.

Changes:

Removed USB Sync service start from splash screen initialization (App.axaml.cs)

Added USB Sync service start to Main Window initialization (SplashViewModel.cs)

USB Sync now starts only when Main Window is shown, preventing issues during splash screen
